Milton Planning Commission postpones legal training to Aug. 18; presentation to be open, executive session planned

Julie Rutz, chair, called the Milton Planning Commission to order at 6:03 p.m. on Aug. 4, 2026. A staff member announced that the planned legal training had been rescheduled and would be presented in open session so the recording could serve as an educational resource; commissioners would then enter executive session for confidential legal advice pursuant to 1 V.S.A. § 313(a)(1)(F).
Ben Frye moved to postpone the legal training to the Aug. 18, 2026 meeting; Brenda Steady seconded and the motion was approved unanimously. The motion was procedural: the Commission agreed to hold the informational portion openly and to convene an executive session immediately afterwards for attorney consultation. Staff asked that commissioners review Part 4 (Administrative Procedures) of the Unified Development Regulations (UDR) before the Aug. 18 meeting to prepare for the training and subsequent discussion of UDR amendments.
The scheduling change matters because the training will be recorded and retained as a resource for current and future Commission members and because the follow-on executive session will allow the Commission to receive confidential legal advice related to planning procedures and pending regulatory work. The Commission did not enter executive session on Aug. 4 because the training was postponed.
