Council reviewed an intergovernmental agreement under which Fulton County will build sewer infrastructure in the Serendi area and Serendi (the developer) will pay for the capacity. Planning staff summarized the transaction: "Fulton County is gonna build a sewer. Serendi is gonna pay for it," and the city will serve as an intermediary to collect developer payments and pass them to the county.
Staff explained the payment mechanics (developers can pay a lump sum or pay a higher rate until their share is amortized) and described protections embedded in the IGA, including the city's right to acquire the sewer system if a developer fails to perform. Council members raised questions about long-run encumbrances on the city, maintenance responsibilities for pipes in public right-of-way, and oversight of construction in city right-of-way; staff said maintenance downstream of the county lift station remains the county's responsibility but that on-site and connection responsibilities rest with the developer or service district.
