Residents press council on Serembi traffic study, developer influence and ethics enforcement

Debbie Kelso pointed to a November 7, 2024 rezoning (24-059) that included condition 14 requiring a comprehensive traffic-impact study; she said the study filed on February 27, 2025 covered only limited intersections and not the hamlet in its entirety and therefore did not satisfy the council condition within the four-month deadline.
Other speakers — including Amy O'Brien, Danny Dooling and Scott Schafer — urged stronger enforcement of rezoning conditions, fuller traffic analyses, continued moratorium or moratorium extension, and more transparent processes. Mitchell Wolf asked what penalties or consequences the city's code imposes for elected officials, appointees or employees who knowingly mislead the public; he referenced the city's code of ordinances and asked the council to clarify enforcement mechanisms.
