Council seeks clearer timing and reporting for conservation easements; staff to require master-plan progress reports

Councilors pressed staff to clarify when permanent conservation easements must be recorded during phased developments. The presenter described a revised approach that avoids requiring recordation at plat approval (too early) and instead ties the final permanent protection to a late-stage permit milestone. The staff summary said the code will require "prior to the issuance of the building permits on the last 10% of density units" that the 100% of required open space for that phase be permanently protected.

Council members also supported a public, periodically updated master-plan progress report for phased projects and a regularly updated map of preserved land so the city and residents can track progress. Staff said they will draft ordinance language specifying the report's contents and timing and will rely on administrative mapping tools (existing easement tracking via SEI/Atwell) to populate a public map rather than embedding mapping requirements into the ordinance text.
