Councilors and staff spent the opening hour of a zoning work session hashing out how much conservation land developers should be required to place into permanent protection at the outset of construction. Planning staff said they analyzed recent proposals and "came up with a recommended 9% of the proposed conservation land to be set aside and current with land disturbance," arguing the number reflects typical frontage and rural-preservation buffers and preserves flexibility for construction adjustments.
Several council members pushed back, saying much of that 9% could simply be land that cannot be built on anyway (riparian buffers, wetlands) and therefore would not represent a meaningful developer commitment. One councilor urged a higher target, saying the city could combine the buffer-derived 9% with additional land to reach 20% in some cases. After extended discussion the planning team said it would compose a council amendment at 15% for introduction, allowing individual council members to alter the figure when they formally introduce it. "So we will compose a ... amendment at ... 15%," the presenter said when summarizing next steps.
The exchange focused on balancing environmental outcomes, predictable permitting for developers, and administrative flexibility to respond to unforeseen site conditions such as subsurface obstructions. No final vote was taken; the amendment will be introduced later in the ordinance-editing process.
