Council approves Red Clover Farm (El Boroso) concept revision with conditions to limit intensity

Staff described six principal conditions recommended by planning staff and the planning commission, including: required public engagement meetings; limiting the number of residential lots on the former Miller parcel to six; explicit prohibition on building in required district buffers; submission of lot illustrations; deletion of a prior rezoning connection condition; and limiting residents on the main parcel to high-functioning individuals with chromosome-15 conditions and staff.
Council moved to adopt the concept plan revision "with the conditions as Mike just described." The motion carried by voice vote. Council members spoke in favor of the project's potential benefits, noting the planned use would reduce traffic and intensity compared with earlier approvals; staff and the applicant remain responsible for ensuring conditions are met if and when the sale completes.
