Ranking Member Cantwell moved that S1748, as amended by the Blackburn substitute, be favorably reported. Senator Sullivan introduced an amendment to incorporate an annual reporting requirement for public-service advertising and other mental-health outreach measures but withdrew it after discussion. "My amendment would help ensure that when young people are struggling, they are more likely to encounter messages that point them towards getting help rather than being harmed," Sullivan said before withdrawing the amendment.
Senator Blackburn, a lead sponsor referenced throughout the markup, framed the bill as a bipartisan effort to hold platforms accountable: "We have arrived at a time where we are going to pass this. We are going to get it signed into law," she said. The committee approved the motion by voice vote and ordered the bill to be reported favorably. Members urged continued work with the House and the Senate floor to finalize legislation.
