Families and formerly incarcerated people urge reform and retroactivity in felony-murder cases

Five members of the Separate Acts, Separate Facts coalition gave emotional personal testimonies about the long-term consequences of felony-murder and criminal-responsibility prosecutions. Shawna Hatcher described her husbandserving decades and asked for a second chance: "My husband... is currently serving a life plus... sentence for a crime he did not commit," she said.
Other speakers recounted histories of abuse, youth and vulnerability in which they were not the shooter but were nonetheless convicted under criminal-responsibility doctrines. Several urged lawmakers to make reforms retroactive; Betty Sanders explicitly asked the committee to support SB1170. Committee members thanked speakers and reiterated the committee's intent to gather data and continue the study before taking action.
