The Tax Increment Reinvestment Zone No. 1 board voted June 2 to adopt the fifth amendment to its project plan since the plan’s 2010 adoption. Staff characterized most changes as administrative cleanup, consistency edits and clarifications about allowable uses of funds.
Lucas Raley told the board the amendment package cleans typographical inconsistencies, clarifies the vacant/underutilized project description so projects are not mistakenly disqualified, and adds explicit language to permit use of TIRZ funds for land acquisition in appropriate circumstances. Staff also aligned language describing administrative and implementation expenses with existing non-project cost categories and added examples to improve clarity for applicants and administrators.
A board member moved to adopt the staff recommendation and the motion carried on the board vote. Staff did not list additional conditions beyond the redline changes included in meeting materials.
