Applicant seeks town OK for small transformer pad, grease trap and utility work at 71 Front Street

Kellen Konsoitz of VHB presented the Notice of Intent for upgrades to the Village Market at 71 Front Street, telling the Scituate Conservation Commission the project includes a new concrete platform, a pad-mounted transformer and underground electrical ducts. He said the pad-mounted transformer would create about 6 square feet of permanent impact and that the work otherwise would generate about 2,777 square feet of temporary impacts during construction.
"In total, the pad mounted transformer will have 6 square feet of permanent impacts, and then the rest are gonna be temporary impacts associated with the work," Konsoitz said, adding the site work is in land subject to coastal storm flowage but outside the 100-foot buffer to the Brook. He described proposed erosion and sediment controls including silt sacks at catch basins, compost filter tubes and tree protection measures to limit sediment leaving the site.
Commissioners asked whether any trees would be removed and where material stockpiles would be located during excavation. Konsoitz said no trees would be removed and that, if overnight stockpiles are needed, they would be placed outside the flood zone; he also said repaving would be limited to areas disturbed by the work rather than a comprehensive resurfacing. Eric asked the applicant to confirm a designated stockpile location outside the floodplain; the applicant agreed to add that clarification.
Penny moved to close the hearing and issue an order of conditions with the erosion-control and tree-protection language discussed; Roger seconded. The commission voted in favor and closed the matter with conditions requiring erosion control around any stockpile and tree protections as described.
