The board signaled support for a longer term—members frequently said 10 years was preferable—and for maintaining a 75/25 allocation of tuition funds to RSU 1.
Superintendent Emily described the structure the district will negotiate and explained procedures for handling applications if demand exceeds the agreed percentage. "What our current agreement says is that we guarantee 75% of our tuition funds to RSU 1," Superintendent Emily said, describing the district's existing financial guarantee and how the contract language relates to student counts and lottery procedures.
Board members discussed contingency rules if school‑choice applications exceed the cap: the district maintains a lottery and gives preference to current choice students and siblings. The board also reviewed transportation obligations; by law the district must provide transportation through grade 8 but is not required to provide high‑school transportation. Members emphasized that special‑education arrangements remain a separate, annually negotiated agreement.
The board designated an ad hoc negotiating group (Casey and Joanne) to work between meetings with the superintendent. Emily said she has scheduled a preliminary negotiation meeting and will return any tentative agreement to the full board for approval. No binding contract was approved at the meeting; any negotiated terms will need formal board votes on both sides before taking effect.
