Polk County approves preconstruction agreements for two regional wastewater plant upgrades

Polk County commissioners approved two preconstruction agreements to advance upgrades at the Northwest and Southwest Regional wastewater treatment facilities. County staff said the preconstruction work will include constructability reviews, value engineering, bid solicitation management and development of a guaranteed maximum price for construction.
The board approved an initial PCL Civil Constructors agreement for $989,597.52 for the Northwest Regional wastewater treatment facility improvements and a companion agreement for Vogel Brothers Building Company not to exceed $897,566 for Southwest Regional improvements. Both items were presented by the county manager as consistent with the Utilities Division's capital‑investment priorities, and both passed on voice votes. Staff said these preconstruction services will be followed by a returned GMP (guaranteed maximum price) for board approval before construction proceeds. (SEG 301–343; SEG 346–391)
The projects include upgrades to treatment processes, a new equalization basin, plant‑wide electrical and SCADA improvements, new solids treatment processes and related site work. Funding for the preconstruction services was described as available in the Utilities community investment program budget.
