Council approves rezoning of former Globe Life parcel to MF-36 for mixed-use plan with reduced unit count

The City Council voted to rezone a roughly 14.5-acre undeveloped portion of the former Globe Life campus from PD (planned development) to MF-36 multifamily. Planning Director Lucas Raley told council the change reflects surrounding uses and staff’s review under recent state law changes and that Planning & Zoning recommended unanimous approval.
Applicant representatives Randy Hullett and David Craig described a mixed-use redevelopment concept and said they had chosen a collaborative approach with city staff rather than relying on state statutory entitlements. David Craig said the parcel could have held more units under straight MF-36 entitlement but that the proposed plan reduces that density. "This 14 and 0.5 acres of multifamily or of MF 36 could have been 492 units, but plan it's only planned for 368 units," Craig said. Randy Hullett said the developer intends to provide more parking than the state-required minimum, approximately 1.7 parking spaces per unit.
Raley referenced Senate Bill 840 as altering the city’s ability to restrict multifamily on individual lots and explained staff’s reasoning that the site makes sense for multifamily given adjacent uses. Council moved to close the public hearing and adopted the rezoning per the staff recommendation.
