Planner Katelyn Gonyer said jurisdiction under the Massachusetts Wetlands Protection Act and the local bylaw applies only to specific ROW segments (from the Attleboro town line to School St., from Route 495 northeast, and small stretches near Chauncy St. and the Foxboro line) and recommended the Positive 2(a)/Negative 3 approach after MADEP guidance that precise wetland boundaries need not be certified in full detail under a Positive 2(a). The commission approved a five‑year Determination with attached conditions. The motion passed 5–0 (mover: Jonathan Hedlund; seconder: Robert MacDonald).
