Huachuca City joins Cochise County agreement to pool opioid-settlement funds

The Huachuca City Council approved Resolution 2026-01 to enter an intergovernmental agreement with Cochise County for the pooling, use and distribution of opioid settlement funds.
Town Manager Suzanne Harvey said the town previously agreed to pool funds because small individual allocations are subject to strict rules and the county can administer programs at scale. Harvey told council the pooled account currently holds about "$3,000,000" and that Huachuca City's expected share was roughly $28,000.
Under the IGA the county will convene an advisory board that includes municipal representation; Harvey said she would serve on that board to ensure Huachuca City has a voice in how the funds are allocated. Council approved the resolution unanimously.
Harvey said she hopes pooled funds will support projects to mitigate the opioid crisis in the county, and noted smaller jurisdictions benefit from centralized administration given limited local staff and restrictive allowable uses under settlement terms.
