Hearing officer recommends Huachuca City zoning amendment to align home-based firearms-business rules with state law

At a public hearing on Feb. 19, 2026, Huachuca City hearing officer Dr. Johnson recommended that the Town Council approve a text amendment to Section 18.100.210 D(1) of the town zoning code to align local rules on firearms-related home-based businesses with Arizona state law. "It is my recommendation to approve the amendment as written," Dr. Johnson said.
Dr. Johnson explained the change would clarify prohibited home-based business activities, reading new language that bars "the operation of a home based business involving the sale, mail order, trade, manufacture, display, storage or repair of any sort of explosive or improvised explosive device, and or prohibited weapons, as defined under ARS Section 13-3101." He said the notice and draft had been available for public review since a citizen-review process began Feb. 5 and that public notices were posted at the town’s standard locations and on the town Facebook page. With no written comments submitted and no speakers appearing at the hearing, the hearing officer said he will forward his recommendation to the Town Council for final reading and action.
