The Astoria City Council voted Aug. 18 to approve an intergovernmental agreement (IGA) with the Astoria School District that formalizes shared use and scheduling of athletic fields, gyms, classroom space and certain aquatics facilities.
City Manager Spence told the council the agreement "eliminates the fees that we are essentially trading dollars back and forth" by recognizing each entity’s priority for its own facilities while creating a framework for mutually agreed scheduling and use. Staff said the school district reviewed and approved the document the prior week and recommended council approval.
Parks and Recreation Director Jonah Darrick McLean clarified that some facility agreements remain separate (for example, a multi‑year lease for batting cages with a local youth baseball organization) and that the IGA specifically addresses city‑ and school‑district‑owned facilities and their prioritized use. Councilor Adams moved approval; Councilor Davis seconded and the motion carried with recorded ayes.
