The Monument Town Council approved an intergovernmental agreement with TriView Metro District to develop a joint area transportation plan focused on data‑driven needs and developer contributions.
Town staff and TriView engineers proposed a scope that will identify major street priorities, costs and likely developer contributions; the plan will also analyze active‑transportation connections and intersections such as Jackson Creek Parkway and Higley Road. Town staff said the plan will feed the capital improvement program and help quantify developer impact responsibilities.
Dan Ungleider and the town's engineering team will provide oversight while TriView agreed to pay half the plan cost. Ungleider emphasized the practical need for a coordinated, technical plan rather than project‑by‑project negotiation: "We were gonna apply for a grant through DOLA, to, basically split a $500,000 transportation master plan," he told council. The council voted 7–0 to approve the IGA.
