The Newport Zoning Board of Review on Jan. 27 voted to withdraw three pending applications after staff determined two properties were legally nonconforming guest houses under pre‑2022 rules and one property owner rescinded an authorization. "Ownership does not change that right to essentially the grandfathered use of that property," staff explained to the board.
The board then moved the lone summary petition — Christopher and Mary Ann Hughes’s request for a rear landing and stairs at 23 John Street — to the consent calendar and adopted staff findings. The consent action includes a condition that projects must be substantially completed within 12 months of the decision and that outstanding public-notice invoices be paid before the decision is recorded. The chair announced the petition passed on voice vote with no opposition.
