The committee approved Senate Bill 1898 directing the Tennessee Advisory Commission on Intergovernmental Relations (TACIR) to perform a comprehensive study of the state's 9‑1‑1 emergency system and services. Sponsor Senator Wally said the 9‑1‑1 system "hasn't been very much modified since the 1990s" and called for a study to evaluate efficiency and potential consolidation.
The amendment before the committee changed the study delivery date from 2026 to late January 2027; the sponsor urged the committee to act after noting the House has not yet passed companion proposals that adjust fees. Senator Garnhardt noted the large sums sitting in local 9‑1‑1 escrow accounts and supported a study for both safety and financial accountability. The committee adopted the amendment and then recorded nine ayes to send the bill to the calendar.
