Senator Hale, who carried the bill on behalf of the Tennessee Corrections Institute, told the committee the legislation "is a cleanup bill, and it does 3 things." He said the measure would empower the institute to set uniform certification requirements and to inspect and certify local correctional training academies; require local governments to submit corrective action plans within 90 days while limiting extensions for safety‑related deficiencies; and allow full‑time institute personnel who are certified firearms instructors to carry a handgun while on official duty. "These folks actually have more training than many of our law enforcement officers do," Hale said in describing the firearm‑instructor provision.
Committee members posed no substantive amendments. The clerk recorded nine ayes on the roll call and the bill was moved to the calendar for further consideration by the full Senate.
