Cleveland said the county fiscal year begins July 1 and described the July 2 session as necessary to ensure departments could begin spending. He also reflected that "this hasn't happened in the last five years and had consistently been handled correctly in the 12 years prior," framing the session as a learning experience for newer personnel.
The meeting was brief: no members of the public spoke, Commissioner Rusty Grissom offered a holiday greeting, and the board adjourned at 2:03 p.m.
