Speaker Hale explained that SB 14-90 aims to help local historical boards manage large tracts of land around historic sites by contracting with local farmers to perform work such as hay cutting or row cropping on permitted acreage and reinvesting proceeds into preservation. "It empowers local historical boards to contract directly with local farmers to respond...have responsible management of the land surrounding historical sites," Hale said, adding the bill ensures proceeds are reinvested in maintenance and preservation and that the Tennessee Historical Commission will provide standardized contracts and annual reporting.
Members voted to adopt an amendment that clarified technical issues and removed a required consultation with the Tennessee Department of Agriculture; the committee then approved the bill and moved it to the calendar. Supporters framed the measure as a practical way to generate sustainable revenue to maintain large sites that otherwise are costly to manage.
