Reentry coordinator withdraws cash match after recovery coach 'underutilized' in county jails

Mary Campbell Wood, a member of the Criminal Justice Collaborating Council, told the council on May 19 that the Moving Forward Reentry Program has a short-term extension of funding but faces an uncertain future.
"I received $33,000 from the Office of Financial Services to extend the Moving Forward Program through December 31, 2026," Campbell Wood said, adding that the funding will end after that date and that she will solicit ideas for sustaining the program. Judge Clark asked Campbell Wood to circulate costed ideas before the next meeting and present them at the council's July meeting.
Campbell Wood also said the program's recovery coach has been "underutilized." She noted that $8,700 had been provided previously as a cash match contingent on use of the recovery coach in the Trempealeau County Jail, and that she will not provide a proposed $9,100 cash match for the new contract period (Sept. 2026–Aug. 2027) because of the lack of utilization and accountability concerns.
The council did not vote on a new funding source in the May meeting; members asked for specific figures and options to be developed and discussed at the July meeting.
