Finance Committee approves broad package of transmittals across county departments

Actions included contract extensions, budget amendments, service agreements for healthcare and social services, and procurement awards; the committee recorded many 5-0 votes.
Kristen Scott, Management Assistant, presented a transmittal to set a public hearing date for adoption of the 2027–2031 Capital Plan and reminded the committee that "the capital plan functions as a budgeting tool rather than a binding commitment." The committee approved setting the hearing date 5-0. Multiple committee referrals from standing committees (Human Services, Health & Medical, Government Operations, Public Works, Public Safety) were approved on consent, including amendments to contracts for preschool-related services, allocation of opioid settlement funds per Resolution 420-23, awards for consulting and construction contracts, and procurement items for county operations.
Approvals recorded in the minutes include: amendments and extensions with school districts and service providers for preschool and special services; awards for nursing home service contracts and revenue-cycle consulting; roll-over and creation of highway projects; and public-safety procurements for monitoring and training. Several items were explicitly noted as approved by 5-0. Where votes differed, the minutes record a separate 4-1 vote to place current managerial confidential employees on a revised salary table (see separate article on HR). The committee also accepted a Treasurer request to transfer property to the Wayne County Regional Land Bank Corporation (approved 5-0).
The committee's consent approvals streamline a range of county operations but do not in themselves authorize purchases until implementing departments complete procurement and budget steps. The committee scheduled the next Finance Committee meeting for May 12, 2026 at 9:00 a.m.
