Waterloo resident urges removal of fence posts that block levee maintenance

Ron Stumpf, identifying himself as "a resident of the city of Waterloo," told the council he and his family maintain a shared levee and drainage ditches on roughly 260 acres north of Valmeyer and asked the city to remove recently installed metal fence posts that he said obstruct routine maintenance.
"This spring, Waterloo installed metal fence post about every 20 feet, outlining most of the property lines. Many of these posts are obstructing the maintenance of the drainage ditches and the levee," Stumpf said. He cited the Illinois drainage code and said it protects mutual drains and levees as perpetual easements, arguing the city should not place obstacles that prevent repairs.
Stumpf said the family has performed mowing, scraping and other levee work since 1987 and asked the council to remove the posts before scheduled fall maintenance. He also raised related concerns about two test wells drilled on the property and said he had requested copies of well and well-sealing permits that he had not received. The council did not issue an immediate response in the public-comment segment.
