Board retains assessed value for Norman home despite owners protest

The Cleveland County Equalization Board voted July 1 to retain the assessed value of a Norman residence at $385,878 after hearing a protest from the owner, John C. Carter.
Carter told the board that approximately $40,000 of the purchase price represented personal property included with the house and that, had the sale involved only the real estate, he would have offered substantially less because the home needs substantial updating and has easements. "A significant portion of the purchase price—about $40,000—was for the personal property included with the home," Carter said.
Deputy County Assessor JD Reed responded that the sale was not an arms-length transaction and had been appealed the previous year, which led to a slight increase in the 2025 valuation. Reed added that the current assessed value remains below what similar properties in the area are selling for and is consistent with neighborhood valuations. "The sale was not an arm's length transaction and had already been appealed the previous year," Reed said.
Chairman Chuck Thompson, who said he is familiar with the neighborhood, agreed that the assessment reflects market value. Member John Wullich moved, and Thompson seconded, to retain the assessed value; both voted yes and the motion carried.
The board did not change the assessment. No further public comments were recorded during the meeting.
