Council approves engineering addendum for Elm Street Pier and large amendment for Anne Street project; members seek funding clarity

The Harbor Department and council discussed two pier-related contract actions. Harbourmaster Steve Lane explained that the initial Elm Street contract covered demolition and permitting, and the newly proposed $55,000 addendum provides on-site engineering observation during construction to ensure work follows approved plans. "The original contract is for the demo and the permitting, and that happened last year," Lane said, explaining the staged nature of the contracting.

Separately, staff presented a recommended amendment for the Anne Street Pier Extension Project: a not-to-exceed $5,550,000 amendment to perform subsurface investigation and contract-level design assistance. Finance staff and the harbour team told the council the work is currently budgeted with an expected grant match and bond funds to cover peer improvements; councilors asked where bond funds and grant matches would appear in the budget. Staff said Elm Street construction work could begin in early February with a likely completion by early June and that Anne Street grant awards might come later in the spring, extending construction to 2026-27 depending on procurement and concrete dock lead times.
