The Select Board voted to move consideration of an AOS reorganization plan and to place the question on the Nov. 3, 2026 referendum. S5 introduced the agenda item and the board moved and approved placing the question on the ballot by voice vote.
Board members and staff discussed next steps and legal questions. Staff advised a public hearing will be required and recommended scheduling it roughly one month before the election (early October). S8 noted charter requirements: "according to our charter... we do have to have a public hearing at least within 10 days prior to the election." Staff and board members also raised an outstanding legal question about whether the reorganization counts as an appropriations vote that would require a select-board recommendation; staff said that question likely requires legal opinion and clarification of the funding formula that drives dollar impacts.
