The Village Board voted to adopt ordinance 26-06 to permit licensed residential breeding kennels in RS‑1 and RD‑1 zoning districts, subject to a 3‑acre minimum lot size and other conditions. Interim Administrator Tammy summarized the rules that plan commission recommended: applicants must hold DAPCAP certification, the village will review licenses annually and may suspend or revoke permits for noncompliance, kennels would not be allowed in planned unit developments (PUDs) and an application process will include annual management reviews.
Tammy also presented a companion fee schedule under resolution 2026‑09: an initial license application fee of $50, an annual license of $100, routine annual inspection $100, a first reinspection fee of $150 and $250 for subsequent reinspections; license replacement $10, late renewals $10, and the cost of any contracted professional review will be charged to the applicant. Board members asked clarifying questions about how many properties qualified under the 3‑acre rule; Tammy said only two existing parcels in the village currently meet the acreage threshold. A trustee moved and the board approved the ordinance and the fee resolution on voice votes.
