The Planning Board voted March 11 to recommend a small-scale future land-use amendment that would change 16 parcels on the west side of 62nd Avenue (between 64th and 68th Streets) from Residential-Limited-Commercial (RLC) to Mixed-Use Commercial-Residential (MUCR). Staff described the amendment as a plan-level step to create an envelope for later zoning that will address transitions to adjacent neighborhoods.
City planning consultant Mark Albers said the parcels total about 2.75 acres and that placing them in MUCR allows the City to craft transitional zoning as part of a broader rezoning program. He told the board, "So what will happen is we'll if if this gets approved, it will change from RLC to MUCR, and the limitations will remain with the current zoning that this has" — a clarification that existing zoning and two‑story limits govern any development until rezoning occurs.
Several neighbors, including Jorge Villan, urged the board to reject the map change, arguing owners seek to increase profits and warning a four‑story building would be incompatible with adjacent single‑family homes. An owner’s attorney argued the amendment is corrective and not a site-plan or rezoning. The board approved the amendment but added language to keep the current zoning rules in effect for the parcels until implementing zoning is adopted by the Commission.
