Senior Planner Caitlin Paige told the council that the planning and building director recommended approval of a conditional-use permit (P25‑163) to allow a ~800‑square‑foot outfitter/tour-operator office at 250 North Cache Street, with three recommended conditions to mitigate visual and parking impacts. Planning commission reviewed the project on July 1 and recommended approval.
Applicant Brian McCooey of Yellowstone Day Tours described a small operation with one staff person on site early in the morning to pick up clients; he said vehicles are on site before the main pedestrian traffic and return later in evening hours. Paige said staff required replacement of five nonconforming exterior light fixtures and signage to reserve six parking spaces on the parcel. No public comment was offered on the item during the hearing. Council approved the CUP on a unanimous voice vote.
"We just, operate in the office there with one staff person... we are there at 05:45 in the morning and gone," applicant Brian McCooey said in describing operations.
