The administrator said wastewater-related projects make up about one-third of the total, with roughly $32,000,000 in deferred maintenance at the wastewater treatment plant. He described the plan as an intent to move from five-year windows to lifecycle planning, noting the assessment includes condition scoring and cost escalators. Alders asked for the top projects and how the city will fund work; the administrator said wastewater projects are generally funded by user fees or wastewater bonds and that existing state and forgivable grants are being used where available. The city will provide individual facility reports to oversight committees and incorporate the findings into the capital plan.
