Summary
The committee could not hold executive session while a member remained virtual; to avoid a special meeting they planned to wait for Grace Allen to arrive and, if she did not, to adjourn the executive session and proceed to the work session.

Chair noted the committee could not convene an executive session while a virtual member remained absent and described timing options to avoid calling a special meeting.
"We cannot have executive session with you on virtual, and we don't have quorum," the chair said, explaining the committee would continue governance business until about 6:25 p.m., take roll for the executive session, and adjourn the executive session if a quorum was not present. Members agreed to wait briefly for Grace Allen to arrive rather than scheduling a special meeting.
The committee then continued with scheduled agenda items until the executive session window and planned to reconvene as needed, concluding the public portion of the meeting with adjournment.
