Commissioner Clarence H. Carter said that nine months of the cost shift "will represent 58,333,700 state dollars," and listed supplemental asks including $3,000,000 to continue summer-food payments in underserved counties, $5,000,000 to support summer-food sponsors, and an $8,000,000 data governance contract aimed at reducing SNAP error rates.
Committee members asked detailed operational questions. Senators probed how the SNAP healthy-food waiver will be implemented at retailers and whether point-of-sale systems will be ready by the July start date; DHS staff said retailers must update their systems and USDA FNS will handle enforcement. Members also pressed on YMCA grants and the pace of ARPA-funded childcare capital projects; DHS said YMCA invoices are beginning and capital projects are breaking ground, but specific slot-counts and precise expenditure breakdowns will be provided later.
Following discussion the committee voted on the budget motion (8 ayes, 1 no) to advance the package to finance. DHS said it will follow up with more detailed data on YMCA expenditures, the number of childcare slots created, and the TANF Opportunity pilots' independent-evaluator results.
