Council declines to bar city manager from pre-approved professional engagement after extended debate (vote 3-4)

Supporters of Arp said his university-based work (five days a year in-person plus virtual sessions) strengthens the city's network and that contract language already permits council revocation if needed. Opponents said repeated project slippage and perceived lack of daily presence justified reconsideration. The council instead left the current contract language in place and did not take further action; several members asked staff to present measurable KPIs and additional transparency around project schedules.
