Council approved a resolution authorizing the city manager to execute an individual project order (IPO) with WSB for $95,000 to provide owner-representative services and construction project management support for city CIP projects. The city manager and interim engineer said WSB is on the city's rotation list and that contract terms preclude WSB from performing construction management on projects they also designed, to reduce conflicts of interest.
Council members said third-party project-management support is prudent given vacancies in critical engineering positions. The motion passed unanimously (7-0). "This is them acting on our behalf to manage the contractors that we have," the city manager said, clarifying the vendor's role as an owner's representative rather than a designer-for-hire.
