Developers get council backing to pursue wastewater service and temporary fire-flow for ATX Legacy Park

Amanda Brown of HD Brown Consulting presented a redesigned proposal for the Legacy Park site in the Hutto extraterritorial jurisdiction, including a Jonah Water solution for regular water service, a request for Hutto to provide fire-flow only via a new public 12-inch water line, and a wastewater service-extension request to be incorporated into the City of Hutto wastewater CCN. Brown told council the proposal reduced required LUEs to 285 from about 515 in the prior plan and sought direction to process development and wastewater applications.
Mayor Snyder moved and Council Member Morris seconded a motion directing staff to begin a development agreement that would: (a) accept wastewater CCN inclusion; (b) allow the site to use Hutto water for fire flow until Jonah's infrastructure provides pressure; and (c) follow county master-transportation alignment with post-development annexation. The motion passed 7-0. "Jonah cannot provide us with fire flow service," Brown said during the presentation, explaining the necessity of a city-supplied emergency flow line. Staff said any temporary fire-flow arrangement would be metered or managed to avoid wasteful flushing.
