Hutto council hears tough update on transportation CIP delays, urges faster right-of-way work

Patricia Davis, the city's interim engineer, told Hutto City Council that multiple transportation projects are showing schedule risk because of coordination needs with outside agencies and utility providers. She said the FM 1660 South sidewalk project is "at risk" due to required collaboration with the Union Pacific Railroad and TxDOT, and that Live Oak reconstruction now needs dozens of right-of-way and easement exhibits after the scope expanded to put utilities underground.
Council members pressed staff on ways to speed acquisitions and reduce rework. "If we wish to have them run concurrently, we would effectively begin easement acquisition or right of way acquisition before completion of design," City Manager James Arp said, adding that doing so means accepting later renegotiations. Several council members suggested simpler template agreements and more developer reimbursements to reduce delays. Arp said he has paused nonessential new projects "until we could get staffed back up," citing that project managers were handling roughly "20 projects" each versus the industry average near eight.
The presentation covered other corridor projects, including County Road 137 and Exchange Boulevard, and identified common delay drivers: utility coordination, multi-agency approvals and right-of-way complexity. Council concluded with direction to staff to provide clearer Gantt charts and to return with options for accelerating key right-of-way tasks and short-term third-party support.
