Staff said DCA requires the present format and warned that changing it could require re-advertising and push the transmittal past DCA's requested review window. The board agreed to hold the public hearing as scheduled tonight but to table first-reading approval until the next regular meeting and to provide leisure-services committee input and clearer status documentation before final adoption.
