Coast RTA outlines $70 million in capital needs, reports eminent-domain purchase for maintenance site

Coast RTA's presenter described an extensive capital program and a transit development plan (TDP) covering the next five years. The presenter said the agency faces about $70,000,000 in capital needs for facilities and vehicles while operating on an approximately $10,000,000 annual budget.
"We did do that through eminent domain. So we have $4,380,000 sitting in escrow," the Presenter (Coast RTA) said of the Crystal Parkway site acquisition in Myrtle Beach, describing that the agency now controls the parcel while the court process determines the final price. The presenter listed priorities that include replacing the Myrtle Beach transit center, building a new maintenance facility, and buying 17 buses (about $10,600,000).
The presenter said facility funding is available in the 'bridal 4' package (transcript wording) with $25,000,000 for facilities and that staff will use a CMAR process for design and construction to reduce cost-overrun risk. Environmental clearances, endangered-plant mitigation and stormwater sizing for the Grissom Parkway parcel were cited as ongoing issues staff is working to resolve.
The plan also emphasizes bus-stop ADA compliance (about 410 locations) and future microtransit pilots to increase neighborhood access and ADA/paratransit service.
