The City Council approved amendments to the Sullivan (Legacy Harbor) PUD on June 2 that include a time extension, an increase in residential units from 352 to 377 under the bonus-density program, and continued development of a marina, parking garage, and public gathering spaces.
Applicant counsel Megan Strayhorn and a team of expert witnesses described the master concept plan and said the project would include two 25-story towers, a seven-story parking garage and a riverwalk extension. Certified traffic and planning experts said road capacity analyses show the local street network can accommodate the proposed development. During questioning, council members asked about unit mix, parking, seawall repairs, and limits on outdoor music hours. The applicant said hotel units sit outside the 377 residential-unit cap and that administrative equivalent-density calculations would be handled separately.
The Planning Board had recommended approval contingent on conditions; the council voted in favor after motion and second. One councilmember recused from the vote for potential conflict of interest as noted on the record.
