Horry County moves to standardize general aviation storage permits, raise protections and adjust rates at county airports

Ryan Petcher presented proposed standardized permit agreements for general aviation storage at county airports (Myrtle Beach Airport, Grand Strand Airport and Conway Airport). The permits would outline permitted uses of ramp, community hangars and T-hangars, add protections for the county and operators, and require registration, proof of airworthiness, and proof of property tax payment where applicable.
Petcher said the county plans to move storage-operator payments from credit card to ACH to reduce fees and intends to publish annual rate adjustments effective each July 1. He also told the committee the airport would increase the security deposit from one month to two months "just to give us a little bit of protection." The revised permit language would also allow staff and legal counsel to require proof of insurance and to address transient aircraft where primary bases are unclear.
Committee members asked whether stored aircraft should pay county property taxes if primarily based locally; Petcher said the county can require proof of payment or insurance and would work with legal counsel on enforcement. Members expressed support for the changes, calling the updates a better return on investment for taxpayer money; the committee approved moving the permit and rate-update proposal forward by voice vote.
