Committee backs moving forward with narrow removal from Highway 544 overlay affecting about 126 parcels

Staff presented a proposed zoning amendment to Article 8, Section 803 to remove a short segment from the Highway 544 overlay. The staff presentation noted the change would remove a narrow strip stretching from Forest Brook Road to Highway 544 and that the area contains about 126 parcels, of which approximately 20 are vacant.
"There are a 126 parcels in that area. 20 of those parcels are are still vacant. The rest are already developed," the staff presenter said, describing the scope. Councilman Crawford argued the overlay provides little tourist-facing benefit for that particular side road and removing the strip would simplify compliance for small businesses and reduce unnecessary redevelopment hurdles.
Staff explained the differences the overlay imposes are primarily exterior requirements — building facades, landscaping and buffering standards — and that redevelopment thresholds can still trigger standards if property owners make significant changes. After discussion the committee moved the amendment forward to the next stage by voice vote.
