Horry County staff recommend conveying former Cochran School site to American Legion Post 111 for $100,000

County facilities staff presented a proposed conveyance of the former Cochran School to American Legion Post 111. Staff said the building was likely built in the 1950s, the county acquired the parcel in 1981 for $100,000, and the property covers roughly 8.98 acres. The American Legion proposed paying $100,000 and taking responsibility for maintenance, repairs and future programming such as baseball fields.
"They've offered to provide a $100,000 in cash and then to take on responsibilities for maintenance and upkeep and, repair of the facility," staff said. Because the proposed sale price is below market value, facilities staff recommended using an indentured deed so that the county could reclaim the property if the post later abandoned or sold the parcel in ways inconsistent with the agreement.
A council member moved to forward staff's recommendation to full council; a second was recorded and the INR committee approved the motion by voice vote. Members discussed reserving a small rectangular parcel on the north/top side as a county option if American Legion use does not expand as expected. The committee did not adopt final conveyance documents — it forwarded the staff recommendation to the county council for final action.
