Senator Powers described Senate Bill 2443 as an effort to align automated enforcement with actual risk in school zones. Under current Tennessee law, Powers said, cameras may operate at all times regardless of school sessions or the presence of children; the amendment would limit enforcement to when the school‑zone lights are flashing or children are present. "This legislation addresses that by aligning enforcement with actual risk," Powers said.
The sponsor said parts of Tennessee, including Chattanooga, already use a similar approach. The committee adopted the amendment and voted; the clerk recorded nine ayes and the bill passed to the calendar.
