Senator Powers told the committee Senate Bill 1684 would allow an expectant mother with a physician-certified high‑risk pregnancy to obtain a temporary placard to use handicapped parking spaces at retail and other establishments. "It allows an expectant mother who has a high risk pregnancy to obtain a temporary placard to park in handicapped spaces," Powers said, and he cited similar laws recently enacted in Florida and Illinois.
Committee members pressed for limits. A member noted the amendment requires certification by the person’s physician to prevent blanket eligibility for all pregnancies; Senator Powell agreed that physician certification is the key change. Senator Briggs also noted the amendment contemplates other temporary conditions, such as broken bones or post-operative recovery. The committee voted to adopt the amendment (014888) and passed the bill by recorded voice; the clerk announced nine ayes and the bill was sent to the calendar.
