Horry County administrator reorganizes Infrastructure & Regulation division, names Tom Roth and Brandon Wagner for new roles

Horry County administrator David Gilreath told the INR committee that he has restructured the Infrastructure & Regulation division to separate regulatory responsibilities from broader infrastructure work and added a regulatory services director position.
"We have changed the structure of the infrastructure and regulation division just to touch and added a position, that will take some some load off of me, will allow me to focus more on the infrastructure," Gilreath said. He said the county has chosen Tom Roth to fill the regulatory services director role. Gilreath also said Brandon Wagner, formerly deputy stormwater manager, will become the stormwater manager.
Gilreath told the committee he will remain involved in major initiatives but expects day-to-day work for planning and zoning, code enforcement and stormwater to be routed through Roth and Wagner, respectively. The change is intended to improve operational focus and relieve Gilreath of tasks that previously limited his time for infrastructure projects.
Committee members responded positively, noting continuity and institutional knowledge: Gilreath said Tom Roth "has been a great leader in our group since 2006," and that Wagner has strong stormwater experience from prior consultant work. No formal vote was required for the staffing shift; the announcement was delivered as a staff update to the committee.
