Council gave an initial reading of ordinance 080426 to enact procedures for broadband fiber providers and their contractors operating in the City of Enterprise. The ordinance text was revised after earlier council input and review by former city attorney Rainer Carter, according to the presenter.
The presenter explained a key change: removing the word "initial" from a 30‑day notice requirement so that subsequent or repeat work affecting adjacent properties is also subject to notice. They also said the ordinance now requires a permit from the city engineer so that the engineer can later deny a permit if necessary. "His concern with us using the word initial... and he thought that if we remove the word initial, that way it covered those situations..." the presenter said. The ordinance was introduced for first reading; council will vote on it at the next meeting.
