City staff said the adjustments will allow payroll closeouts earlier in the week, give HR more time to catch errors, and align public safety pay practices with current local practice.
On the payroll timing change, staff explained the shift will not change employees' payday (Friday) but will close pay periods earlier so payroll staff have more time to process with Paycom. "This will allow them to close out the pay period a couple days sooner and have multiple days to work on it, catch any errors that are in there, which will prevent a lot of work and make it easier on our admins," a staff member said.
On FLSA-related policy, staff recommended setting a 14‑day audit period for fire and a 28‑day period for police in keeping with allowed FLSA windows; the resolutions also remove compensatory time accrual and set overtime thresholds. Council members asked whether pay would be reduced; staff and chiefs said pay would not be cut and many grades/steps will see increases. The council moved and voted to adopt the resolutions on the record.
The package included a resolution changing classification and compensation for the fire battalion chief to a salaried position and an updated police-and-fire grade-and-step pay plan; staff said reviews with fire and police leadership were completed and no adverse feedback was reported.
